2023 Annual HOA Meeting
Lochmere's Annual HOA meeting was held on October 26, 2023.
Congratulations to Linda Shaw and Al Ragland who were elected to a 3-year term on the Board. The 2024 Annual Assessment was approved by a 2/3's majority.

2022 Annual HOA Meeting
Lochmere's Annual HOA meeting was held on October 27, 2022 at the Resurrection Lutheran Church, Fellowship Hall. After early resident sign-in accompanied by cider and sweet snacks, the meeting was started at 7:05 PM. This social element not only allowed us to start promptly but gave folks a chance to socialize with their fellow residents.
The meeting was called to order by David Gupton, Board President. Andy Siouville, Community Manager, asserted that a quorum had been met by those in attendance and submitted proxies.
The minutes of the 2021 Annual Meeting and the IRS Ruling 70-064 were reviewed and approved by the membership.
Board Secretary and Nominating Chairman, Joe Jones, officiated the Board member election. There were five candidates for the two open Board of Directors. The candidates were Deborah Abdullah, Brian Bois, Tom Rossman, Rodrigo Segnini, and Linda Shaw. Each candidate addressed the attendees with a brief presentation about themselves and why they would like to serve on the Board.
Board Treasurer, Sharon Lee, presented the Financial Report and the 2022-2023 Operating Budget. The 2023 assessments will increase by $55 to $711 for the year.
After Sharon’s reports, each Committee presented their respective committee reports which included their accomplishments in 2022 and their goals for 2023.
The Board and committees answered general questions from the membership.
At the conclusion of the meeting, Board President, David Gupton, announced that the votes had been counted by two HRW representatives and two residents. Deborah Abdullah and Tom Rossman received the most votes and, thus, were elected to the Board for a 3-year term expiring in 2025.
Thank you to Brian Bois, Rodrigo Segnini, and Linda Shaw for their willingness to volunteer on the Board. Also a huge thank you and farewell to Sharon Lee and Reynold Nippe for their many years of service and dedication to the Lochmere community.

2020 Annual HOA Meeting
Due to the COVID-19 Pandemic and recommendations from public health and government officials, Lochmere Association conducted its business by mail in ballot, specifically authorized under the NC Nonprofit Corporation Act and encouraged by Executive Order of North Carolina’s Governor.
The 2020 Annual Meeting of the Lochmere Homeowners’ Association was officially held on October 20, 2020 at 5:00 PM (the date and time the ballots were due). 367 mail-in ballots were received. The quorum was achieved. The 2019 minutes and the IRS RULING 70-064 (Surplus Funds Allocation) were approved.
An informational meeting for all Lochmere residents was held virtually on Tuesday, October 28, 2020, at 7:30 PM. Hope Carmichael of Jordan Price Law Offices served as the Moderator.
The meeting was attended by 72 residents plus the Board and Committee representatives.
Board President, William Jansen, made opening remarks and announced the Board election results. William announced that the ballots had been counted and that Cecelia Davidson and Chris Johnson received the most votes and would both be serving on the Board of Directors for 3 years with their terms expiring in 2023. William expressed his appreciation to Marc LeBlanc who is ending his term of office on the Board of Directors.
Board Treasurer, Sharon Lee, presented the Financial Report and the 2020-2021 Operating Budget. The 2021 assessments will increase by $6 per lot to $623 for the year.
After Sharon’s reports, each Committee representative presented their respective committee reports which included their accomplishments in 2020 and their goals for 2021.
At the conclusion of the Committee reports, the Board and committee representatives answered general questions from the membership that were typed into the virtual meeting platform.

The 2021 Annual Meeting of the Lochmere Homeowners’ Association was officially held on October 26, 2021 at 5:00 PM (the date and time the ballots were due). 322 mail-in ballots were received. The quorum was achieved. The 2020 minutes and the IRS RULING 70-064 (Surplus Funds Allocation) were approved.
An informational meeting for all Lochmere residents was held virtually on Thursday, October 28, 2021, at 7:00 PM. Lori Jones of Jordan Price Law Offices served as the Moderator.
The information meeting was attended by 55 residents including the Board and Committee representatives.

The minutes of the 2018 Annual Meeting were reviewed and approved by the membership.
Board member, and Nominating Chairman, Cecelia Davidson, officiated the Board member election. The membership voted to not require a written ballot due to the fact that two current Board members, Reynold Nippe and Sharon Lee, were the only two standing for the open positions. Both were elected to the Board for a 3-year term expiring 2022.
Board Treasurer, Sharon Lee, presented the Financial Report and the 2019-2020 Operating Budget. The 2020 assessments will increase by $11 to $617 for the year.
After Sharon’s reports, each Committee presented their respective committee reports which included their accomplishments in 2019 and their goals for 2020.
